Tom Doherty joined Milestone as Executive Director in April 2022. A trained social worker and experienced nonprofit leader, Tom brings a career devoted to serving individuals and communities, helping to meet needs and advance health, wholeness, and dignity. Before joining Milestone, Tom served for 16 years as Executive Director of Ketcha Outdoors, where he led the growth of their child care, summer camp, educational, and behavioral health programs. While at Ketcha he led the effort to become a licensed mental health agency and obtained approval as a Maine Department of Education school. Tom resides in Portland with his wife and two sons with whom he gets out as much as he can to hike, bike, kayak, or sit on the beach.


Rachel Solotaroff, MD

Rachel joined Milestone as its Medical Director in 2024. She also serves as Executive Clinical Director of Substance Use Disorders at Penobscot Community Healthcare, serving communities in Bangor and Belfast Maine. Prior to moving to Maine in 2022, Rachel served as Chief Medical Officer and then Chief Executive Officer at Central City Concern in Portland, Oregon. CCC is a large, multi-faceted homeless services organization that provides integrated healthcare, housing, employment and peer support. Rachel is a general internist with board certification in Addiction Medicine. She received a BA in English Literature from Brown University and her medical degree from the Geisel School of Medicine at Dartmouth. She completed her residency at the University of Virginia, and holds a Masters in Clinical Research from Oregon Health and Science University. Rachel's passion is to be of service to the people of Maine.


Joseph McNally

Joe joined Milestone in 2008 as a shelter attendant. Before being promoted to HOME Team Manager in 2012, he served in other roles within the organization, including counselor aid, shift supervisor, and assistant shelter manager. Currently, Joe’s responsibilities include supervising the HOME Team, shelter, and Housing Navigator programs. He also actively represents Milestone within the community by working with other key agencies, including the University of New England, Mercy Hospital, Portland Recovery Community Center, the City of Portland, Preble Street, and Oxford Street. Joe is committed to Milestone’s mission and the high-quality services it provides.


Jayme Villanueva, LADC, CCS

Jayme joined Milestone in 2014. As Clinical Director she oversees all of Milestone’s therapeutic programs, ensuring quality delivery of services. Jayme is also a substance abuse counselor and assists other clinicians with case management. Prior to coming to Milestone, Jayme was a mental health case worker for 10 years with Opportunity Alliance. She credits Milestone for placing clients on the road to recovery, and for providing effective treatment for clients who may not have had success in other programs. She holds a Bachelor of Social Work from the University of Southern Maine.

Alisa joined Milestone Recovery in 2025. She is an accomplished nonprofit professional with extensive experience in marketing, fundraising, and community engagement. As the Director of Marketing and Development at Milestone Recovery, she oversees strategic initiatives to amplify the organization’s mission, build meaningful donor relationships, and expand community impact. Alisa is passionate about helping her community to thrive, driving strategic growth, and fostering partnerships that make a lasting difference.

 

Jeff Grossman

Jeff has a bachelor’s degree in government from Clark University and a Masters in Public Administration from the Maxwell School of Government at Syracuse University.  Jeff has 20 plus years as a Town/City Manager for several communities in Maine and Massachusetts.  He spent 10 years running his own financial consulting business and several years in hotel management.
