Jayme Villanueva, LADC, CCS
Executive Director
Jayme Villanueva joined Milestone Recovery in 2014 and now serves as Executive Director. With over two decades of experience in behavioral health, Jayme brings deep clinical insight and a steadfast commitment to compassionate care.
Before stepping into her current role, Jayme served as Milestone’s Clinical Director, where she oversaw all therapeutic programming and supported the clinical team in delivering high-quality, trauma-informed services. A licensed substance use counselor, Jayme continues to provide clinical guidance and case management support, helping ensure every client receives care tailored to their needs.
Prior to joining Milestone, Jayme spent 10 years as a mental health case worker with The Opportunity Alliance. Her passion for this work is rooted in a belief that everyone deserves a chance at recovery—and that Milestone meets people where they are, especially those who have struggled in traditional treatment settings. Jayme holds a Bachelor of Social Work from the University of Southern Maine and is known for her steady leadership, clinical excellence, and unwavering dedication to Milestone’s mission.
Joseph McNally
Director of Homeless Services
Joe joined Milestone in 2008 as a shelter attendant. Before being promoted to HOME Team Manager in 2012, he served in other roles within the organization, including counselor aid, shift supervisor, and assistant shelter manager. Currently, Joe’s responsibilities include supervising the HOME Team, shelter, and Housing Navigator programs. He also actively represents Milestone within the community by working with other key agencies, including the the City of Portland, Preble Street, and the Homeless Services Center. Joe is committed to Milestone’s mission and the high-quality services it provides.
Alyssa Pelchat, LCSW, CCS
Counseling Director: Medically Monitored Withdrawal Program
Alyssa Pelchat, LCSW, CCS joined Milestone Recovery at the end of 2024, bringing a diverse background in behavioral health, crisis intervention, and substance use treatment. She is a passionate advocate for harm reduction and has led mobile crisis services and overdose prevention initiatives across Maine. She is committed to compassionate, evidence-based care that meets people where they are. Alyssa holds a Master of Social Work from the University of New England and is a Licensed Clinical Social Worker and Certified Clinical Supervisor.
Amy Chaney
Director of Withdrawal Management
Amy joined Milestone Recovery in 2025 as the Director of Withdrawal Management. With over 20 years of nursing experience, she has served in a wide range of clinical settings, including adult and neonatal intensive care units (ICUs), correctional health, and substance use recovery. Her true passion lies in helping individuals navigate the path to recovery, and she finds deep fulfillment in seeing former clients thrive in lives free from substance use.
Amy lives in Scarborough with her partner and their three children.
Alisa Gibson
Director of Mission Advancement
Alisa joined Milestone Recovery in 2025 and serves as the Director of Mission Advancement. A passionate and accomplished nonprofit leader, she brings deep experience in fundraising, marketing, and strategic community engagement. In her role, Alisa leads efforts to grow Milestone’s impact, cultivate powerful partnerships, and ensure the organization’s mission remains at the heart of every initiative. With a clear vision and unwavering commitment to those we serve, she works to advance both opportunity and hope—helping to build a stronger, more compassionate community for all.
Rachel Solotaroff
Medical Director
Rachel joined Milestone as its Medical Director in 2024. She also serves as Executive Clinical Director of Substance Use Disorders at Penobscot Community Healthcare, serving communities in Bangor and Belfast Maine. Prior to moving to Maine in 2022, Rachel served as Chief Medical Officer and then Chief Executive Officer at Central City Concern in Portland, Oregon. CCC is a large, multi-faceted homeless services organization that provides integrated healthcare, housing, employment and peer support. Rachel is a general internist with board certification in Addiction Medicine. She received a BA in English Literature from Brown University and her medical degree from the Geisel School of Medicine at Dartmouth. She completed her residency at the University of Virginia, and holds a Masters in Clinical Research from Oregon Health and Science University. Rachel’s passion is to be of service to the people of Maine.
Jennifer Allie
Controller
Jennifer Allie joined Milestone Recovery as Controller in 2025, bringing more than 20 years of experience in accounting, financial management, and organizational operations. Throughout her career, she has led numerous process improvement initiatives, helping organizations strengthen financial systems, improve efficiency, and support long-term sustainability. Jennifer oversees Milestone’s financial operations, ensuring strong fiscal stewardship in support of the organization’s mission. Outside of work, she enjoys watching hockey, playing volleyball, and spending time with family and loved ones.
Melissa Gilman, LADC, CCS
Director of Extended Care Services
Melissa Gilman has served as Milestone Recovery’s Director of Extended Care since 2023, bringing a deep commitment to helping individuals build stable, fulfilling lives in recovery. In her role, she oversees the day-to-day operations of the Extended Care Program, ensuring participants receive the structure, support, and encouragement needed to strengthen their recovery and work toward long-term independence.
Known for her compassionate leadership and dedication to Milestone’s mission, Melissa is passionate about creating an environment where people feel respected, supported, and empowered to achieve their goals. She works closely with residents, staff, and community partners to foster a culture of accountability, growth, and hope. Her unwavering commitment to those we serve has made her a valued leader and advocate within the Milestone Recovery community.
